CI: tolerate expired Debian Release files in old perl images; fail-fast off

perl:5.30 (bullseye) fails apt-get update since bullseye-security's
Release file expired, and fail-fast then cancelled every other job.
Acquire::Check-Valid-Until=false is the usual workaround for archived
releases; fail-fast: false keeps the other results visible.
