Moving codesigning up a level. Continuation for #7894 (#7959)

* Move codesigning root directory up a level so that we include the extensions as well
* Remove some obsolete cruft which is no longer necessary with new setup (python, dmgbuild, unit tests, etc)

NOTE: This does NOT include the hardened runtime for JavaLauncher, so will probably still fail notarization
