Merge pull request #136 from 0xaboomar/docs/watchdog-server-scoped-config

docs: restructure README around the two observation modes

Adds a 'Two observation modes: agency vs. server' section with a worked
example for each mode and a comparison table, corrects the claim that
agency mode ignores other agencies' data (only the OBA API probes are
agency-filtered), and updates the main.go cross-reference.
