Prepare draft releases from release branches

Let maintainers inspect the checked packages before creating a version tag.
Release-branch pushes refresh a draft without tagging, while matching tag
pushes retain automatic publication after CI passes.

Serialize updates by version and refuse draft updates to published releases.
Allow the documented queue field through the older workflow linter.
