Add Nix Windows cross-builds and targeted Wine test skips

Use xwin and official PHP development packs to check all ten NTS/ZTS builds against the MSVC ABI from Linux. Expose the DLLs as flake packages and checks.

Make Wine exclusions explicit through PERFIDIOUS_TEST_WINE=1 and separate unsupported profiling assertions from general tests, preserving native Windows coverage.
