Build and publish PIE release binaries with Nix

Build PHP 8.1–8.5 archives for x64 Linux with glibc or musl, arm64 macOS, and x64 Windows with NTS or ZTS. Link Snowball statically so binary installations do not need a system libstemmer.

Keep the recipes under nix/ and use explicit package metadata to include release builds in the existing CI matrix. Test extracted archives before a separate release workflow publishes the successful tag run’s artifacts and checksums without rebuilding them.
