* MAINT: Remove the sympy dependency

Replace sympy.primerange with a custom prime sieve

* TEST: Add test for _primes_upto

Pin the invariants of the first 1000 primes (count, spot values, sum)
that qnwequi's Weyl and Haber sequences depend on, and the exclusive
upper bound matching sympy.primerange(0, n).
