test(signals): widen the ASYNC_WATERFALL duration-gate margins

"does not flag an already-settled cached dependent" armed a 5ms gate with a
15ms upstream and a Promise.resolve dependent. On a loaded CI runner the
resolved promise's landing measured >=5ms of wall time and the cached hit
was flagged as a real wait (Solid CI on 27a5c11b, a scripts-only commit).

Both links must clear the gate for a verdict, so the meaning is preserved
with margins on both sides: gate 40ms, upstream 100ms, dependent still
instant. Verified the inverse (a 100ms dependent) is still flagged.
