feat(search): show the landline and contact preference (#112)

Both 12th-step searches held one number for a member who may have two.
An admin looking someone up, or a caller working the find page, could
only ever be given the mobile — a landline on the member record was
data nobody could dial, and the member's own answer to "which of these
should be rung" was not asked.

The admin "Find a 12th Stepper" screen gains a Landline column beside
Mobile, each a tel: link, and tags whichever number the member asked to
be rung on. The tag appears only when both numbers are on file: one
number has nothing to be preferred over, and ACF keeps the last saved
choice for a field its conditional logic has hidden, so a member whose
landline was deleted can still carry a stored preference for it.

/reach/v1/nearest-members now carries landline_number and
preferred_contact, and the find page puts the preferred number at the
top of the card. A member with only a landline gets a call button where
the card used to show nothing at all.

The landline is audited as a PII view for the members who have one and
for nobody else. Logging it for every member would double a search's
audit volume while recording an exposure that never happened, and "who
saw this number" is the question those rows exist to answer.
