fix: use standard TARGETARCH and TARGETOS build arguments for cross-platform builds

Fixes #483

Uses Docker's standard build arguments that are automatically injected by
docker/build-push-action for multi-platform builds:
- TARGETARCH (amd64, arm64, arm, 386, etc.)
- TARGETOS (linux, windows, darwin, etc.)

This replaces the fragile TARGETPLATFORM parsing and /tmp/buildenv workaround
with a clean, standard approach that:
- Eliminates environment variable scoping issues
- Leverages Docker's built-in cross-compilation support
- Is more maintainable and follows best practices
- Ensures correct architecture binaries for all supported platforms
