feat: add ignore option to config, with glob support

Allow omnilint.toml to list files to skip, or directories that are skipped together with everything inside them. Entries with glob metacharacters are matched as glob patterns against the whole path, like in .gitignore. The option applies to both the files and repository subcommands.
