test(component): migrate tests to Vitest (#10344)

* chore(testing): add shared base Vitest configuration

- Added config/vitest.base.mjs providing createBaseConfig helper using import.meta.url
- Lifted vitest and @vitest/browser-playwright dependencies to root package.json devDependencies
- Refactored packages/logger/vitest.config.mjs to use createBaseConfig(import.meta.url)
- Centralized Playwright browser initialization, concurrency limits, dynamic setupFiles, and Chai/Sinon pre-bundling

* feat(component): migrate tests to Vitest

- Replaced legacy Karma and Mocha runners with unified Vitest multi-project runner
- Added test/setup.ts and src/types/vitest-globals.d.ts
- Separated type-only exports in index.ts and converted const enum to standard enum in types.ts for clean ESM builds
- Deleted deprecated karma.conf.js

CI Impact:
• Test Count: 102 passed across 2 projects (51 Node + 51 Browser Chromium)
• Before (Karma + Mocha): ~6.5s total (Mocha 1.6s + Karma/Webpack ~4.9s)
• After (Vitest Unified):  1.41s total execution time

* feat(component): migrate tests to Vitest

CI Impact:
• Test Count: 102 passed across 2 projects (51 Node + 51 Browser Chromium)
• Before (Karma + Mocha): ~6.5s total (Mocha 1.6s + Karma/Webpack ~4.9s)
• After (Vitest Unified):  1.53s total execution time

* refactor(component): replace enums with as const objects and string literal types

* refactor(component): restore const enums to preserve bundle size and downstream compatibility

* build(component): preserve const enums in rollup output for Vitest runtime compatibility
