Complete migration of PDC Discovery assets from Sprockets to Vite

blacklight_range_limit to >= 9.2, load the plugin through Vite instead of Sprockets CSS, and emit production assets under /discovery/vite so the app can deploy on the /discovery prefix. Fix the Prettier glob and Gemfile order.
