docs(signals): createDeferred proposal — an async memo that may lag, but never leads

Design doc for a per-node opt-out from transition coordination: a
committed-only async memo whose refetches never suspend consumers, never
hold a transition, never serve staged values, and land on their own
schedule. Records the rulings from the design discussion (graph node not
boundary, committed-only not latest, no store variant, pay-for-use module
not memo option), the interaction table, implementation seams (loading
window + lane engine), open questions, and its role as the 1.0 -> 2.0
migration dial when combined with loadingValue.
