feat(mocha-config-devtools)!: remove enzyme and the react peer dependency

enzyme is dead code here: the adapter is registered behind
`isEnzyme = !!pkgJson.devDependencies.enzyme` and no workspace declares
enzyme, so enzyme-register.js never runs. Its adapter pins
react ^17.0.0-0, which blocks consumers moving to React 18.

Also drop react itself: the shipped config never imports it (jsx: 'react'
in tsnode-register is a transform setting), so the ^17.0.2 peer only
constrained consumers for no reason.

react-16-node-hanging-test-fix is obsolete - the React bug it works
around was fixed in 17.1.

BREAKING CHANGE: enzyme is no longer registered. Consumers that relied on
the enzyme adapter must register it themselves.
