fix: 在 tsconfig.build.json 显式声明 outDir/declaration 构建契约——tools-config@0.4.0 的 typescript 基座不再提供 outDir/declaration 默认值，裸 extend 会把 JS 吐进 src/ 且 dist/types 不生成，gen-dmts 报 ENOENT 挂掉 build:types；emitDeclarationOnly 同时杜绝 src/*.js 影子产物（vite 扩展名探测 .js 先于 .ts，本地测试会静默测陈旧编译件）
