[#51] fix: Optimize stale submission detection to avoid parameter limit on large forms

Refactor `_flag_stale_submissions` to compute set differences in Python rather than using `kobo_id__in` queries with all fetched IDs. This prevents hitting Postgres's 65,535 parameter limit on forms with many submissions. Also wrap the stale check in a try-except to ensure sync operations never fail due to stale detection errors, degrading gracefully to zero stale count instead.
