feature/lldp fix: CA-431204, CA-431221, CA-431224, CA-431350 (#7254)

Four independent follow-up fixes on the LLDP feature branch (details in
each commit):

- CA-431204: re-read inventory so the management-address TLV uses the
current management interface, not a stale cache.
- CA-431221: short-circuit `lldpcli` while `lldpd` isn't running,
avoiding periodic error-log spam when LLDP is off.
- CA-431224: report LLDP re-plug failures as `LLDP_PIF_REPLUG_FAILED`
instead of a result map; `pool.set_lldp_enabled` returns void.
- CA-431350: sanitise untrusted LLDP neighbour TLVs (UTF-8, control
chars, length).
