project: name the Ruff rule in every suppression

The Ruff configuration now ignores rules by name rather than by code, and a
suppression comment must match: every `# noqa: CODE` becomes
`# ruff: ignore[rule-name]`. Where a suppressed statement spans several lines,
the comment moves onto the physical line Ruff anchors the diagnostic to, so a
multi-line signature carries the rule on its own line rather than reporting the
suppression as unused.
