* test: add unit tests for useFetch (#5072)

Test createFetchFn: successful fetch, abort signal propagation, 403
Forbidden, 404 Not Found, network-level failure, and SSO-deferred
request. All error branches from AC #3 are covered.

* fix typescript errors

* test: exercise useFetch hook via renderHook

* test: name useFetch test wrapper to satisfy eslint

* test: cover SSO-enabled request when user is authenticated
