Add Linux x64 release packages built with Nix

Build PHP 8.1–8.5 NTS binaries for glibc and musl, with private static libcap and libpfm dependencies. Keep ARM64 and ZTS on the source installation path to limit the release matrix.

Exercise packaging and extracted modules on branch pushes before enabling tag publication. Validate libc requirements and Nix independence, preserve dependency notices, and check PIE selects the published binaries.
