web-flowfix(apps): fix error code retrieval order in apps/gdalalg_vsi_*.cpp (#15180) In calls like GDALVSIMoveAlgorithm, call `VSIGetLastErrorNo()` before `VSIErrorReset()` to ensure the existing error state is captured before it is wiped. Previously, resetting first prevented detecting if subsequent operations introduced new errors. This fixes the issue introduced in https://github.com/OSGeo/gdal/commit/5f4c397c3 Fix tests to match the new output.
