ts-version-aligner: add single-pass TS version scanner across workspace packages (#77)

Add scripts/check-ts-version.mjs that reads pnpm-workspace.yaml,
discovers all 23 packages, parses devDependencies.typescript from
each package.json, and reports misalignment.

Exits 0 when all packages use the same TS version; exits non-zero
with details showing exact version per package when mismatched.

Integrates into scripts/check.sh as new ts-version-aligner command
and runs as part of static-checks gate.
