Use perf events for Linux thread samplers

Replace getrusage so the common sampler can measure hardware cycles and
retired instructions alongside CPU time, page faults, and context switches.
Default to the current thread on every platform. Windows and macOS retain
explicit process scope; Linux rejects it rather than counting only its
main thread under a process-wide label.

Preserve user and kernel accounting, scale multiplexed intervals with
checked arithmetic, and keep failed reads from consuming partial samples.
Cover counter ownership, fork cleanup, and failure recovery with native
fixtures and PHP regressions.
