docs: add per-package READMEs, llms.txt and runnable examples; build: isolate tools in their own module, pin Go 1.26.0, drop SSH requirement from dbuild

Generate a README.md for every pkg/* package from source via resources/gendoc/gendoc.sh, add package-level doc headers and llms.txt index, and complete Example test coverage. Move build tools into a separate resources/tools module so they stay out of the published module graph, stop auto-bumping the Go directive, and lower the requirement to go1.26.0. Remove GOPRIVATE and the SSH key injection from the root build so `make dbuild` no longer needs credentials; the service example keeps both as a template for private repositories. Simplify Dockerfile.dev, update dependencies and add .github/dependabot.yml.
