Fix implicit Optional on GraphicalKernel.local_kernel_fns (#2263)

`local_kernel_fns` is annotated `dict[str, SteinKernel]` but defaults to
`None`, which PEP 484 prohibits. The body already treats `None` as the
sentinel for "no per-parameter kernels":

    self.local_kernel_fns = local_kernel_fns if local_kernel_fns is not None else {}

and the docstring documents the parameter as optional, so only the
annotation is wrong. `GraphicalKernel` is public and documented, so the
inaccurate signature is also what autodoc renders.

Uses `Optional[...]` to match the surrounding einstein module, which
annotates optional parameters that way throughout.
