[TASK] Add HTML/Fluid autoformatting configuration (#2307)

This helps keep the autoformatting consistents across different
IDE settings.

The settings match the PhpStorm default settings with the
following changes:

- always indent children
- do not inline `<f:translate>` and `<f:format.number>`
