docs: the resumption query parameter is last_event_id, not lastEventID

The 1.0 upgrade guide never mentioned the resumption cursor's rename, and
the 0.14 upgrade note attributed the wrong name to that release: 0.14
renamed the query parameter to lastEventID, and 1.0 renamed it again to
last_event_id.

The gap matters because the hub reads exactly three names -- the
Last-Event-ID request header, the last_event_id query parameter, and the
Last-Event-ID query parameter under protocol_version_compatibility 7. It
never reads lastEventID, in any mode, and logs nothing when it receives
it, so the name 0.x clients were told to adopt fails silently and has no
compatibility path.

Also corrects the compatibility-mode bullet added in 5a347a8, which had
inherited the same mistake.
