The sweep delivers what it emptied instead of leaving it on the server

Emptying the labels changed the server's collection and nothing carried it to
AnkiWeb: the service syncs off its own adds, and the sweep runs with the service
stopped, so the edit sat there. A reader syncing their own Anki went on being
shown the label the sweep had removed — `Ampel (дорожный светофор)`, which is
the defect this whole path exists to end.

A confirmed pass now syncs, and says whether that worked. It syncs whether or
not it emptied anything, so a run whose sync failed is simply repeated. A field
edit is no schema change, so the ordinary merging sync carries it; where AnkiWeb
asks for a one-way direction anyway, the command refuses to choose one and says
what resolving it in Anki will do.
