Remove rust test for SymbolExpr eval (#16787)

In the recently merged #16756 a rust test was added to test the symbol
expr. As was stated in the commit message this test was duplicated with
the python tests for the ParameterExpression but were used for faster
iteration debugging the implementation in that PR. However when running
under miri there is a non-zero chance that the test will fail because of
the error miri inserts into floating point operations to validate
correctness in rust implementation. We have seen this happen in CI
causing spurious failures on unrelated code changes. This commit just
removes the test because it is not providing real value over the python
tests and it's not reliable running under miri.
