* docs: rewrite CONTRIBUTING for this repository

The file was upstream's contribution guide with a banner on top explaining how
to read it. That worked while the fork still tracked go-spatial/tegola, and it
has been wrong since: it routed any "generally useful" change upstream, told
contributors to base pull requests on a release-candidate branch this repository
does not have, pointed issues, templates and design discussion at upstream's
tracker and the gophers Slack, and offered a "Contribute upstream" section as
the way to send a change anywhere. There is no upstream to send work to now, so
a reader following it ends up somewhere that cannot take the patch.

What it says instead is what this repository actually does: branch off master as
<type>/<slug>, conventional commits, one logical change each, pull request titles
carrying the issue key, the docs page updated in the same piece of work, and
`-mod vendor` on everything because vendor/ is committed. The test section is one
mode rather than two, and now says how to run the fixture stack, which suites
skip unless opted into, and where the conformance suite fits.

Also corrected in passing: the build instructions said `./tegola serve` after
`cd cmd/shigola`, and the testing section pointed at geom/cmp/cmp_test.go for
the table-driven pattern -- a path this fork does not have. The pattern is now
described, with an example that exists.

Attribution stays, and is now stated as the licence obligation it is: Shigola
descends from Tegola under MIT, LICENSE.md and NOTICE.md are untouched, and
tegola.io still documents the behaviour this fork kept. The provenance note also
says plainly that the fork is not a superset of upstream.

The Shigola-authored sections -- the tile-content checks and the coverage floor
-- are carried over unchanged.
