* fix: Wait for Terminating pod before provisioning a new terminal session

* test: Add missing waitIfTerminating coverage and fix loop polling order

- Move setTimeout to end of waitIfTerminating loop so the first
  follow-up GET fires immediately (matches pollPodReady pattern)
- Add test for timeout path: deadline expires while pod is Terminating
- Add test for abort path: AbortError thrown mid-wait in waitIfTerminating
