Release 3.0.3: nine bugfixes, two breaking changes, and uv

Nine bugfixes, two breaking changes, one feature and one removal - the full
list is in the changelog in README.md.

The two breaking ones are worth naming here. `register_scenario_manager` is a
create rather than a half-upsert: an already registered name is left alone and
logs an error instead of dropping the model but merging the scenarios handed in
with it. And the matplotlib settings no longer go into the global
`plt.rcParams` when a `bptk()` is built - they live in one central plotting
configuration that every plot method reads, applied around each drawing call,
so charts drawn outside BPTK stay untouched and `Element.plot()` looks the same
whether such an object exists.

The development environment moved from venv and pip to uv, which reaches the
workflows here: the lock file is checked against pyproject.toml, and every job
installs from it.
