The rule that no test leaves the machine is now the suite's, not the reader's

Every test already ran without touching the network; nothing said so, and
nothing would have noticed the day one did. An autouse guard refuses any
connection or lookup that is not loopback, which the browser suite needs for
its own server, and names the address the test reached for.
