fix: remove every read of billing_counts (#3920)

Once the writes stop, cumulative_usage/3 decays to zero for every user at
the start of the next month. A partner billing API that answers 200 with a
silent zero is worse than one that does not exist.

Delete the read surfaces:

- GET /api/partner/users/:user_token/usage and its controller action. This
  breaks the endpoint for partners.
- The usage chart and the day picker on /billing/edit. The picker only drove
  the chart. The chart CSS and the contex dependency go with them.
- The "Usage" section on /billing/edit, its EstimateUsageComponent, and the
  copy that told metered users to review usage below.
- Logflare.Billing.BillingCounts and Logflare.Billing.BillingCount.
- The has_many :billing_counts on User and Source.
- The billing_counts test factory.

The table and its rows stay. Postgres still cascades a user delete through
the user_id foreign key, which carries on_delete: :delete_all.
