Accumulate add/sub in `SymbolExpr` on the fly (#16753)

* Simple add optimization and half of sub

* more sub

* Fix add and sub optimizations for same symbols

Previously add/sub optimizations for binary expressions with that contain the same symbol and a value in the other slot, where the values evaluate to zero, would generically be set to 0.

* Accumulate add/sub on the fly

Add an optimization such that `Value`s in a sum/sub are accumulated on the fly.
