README: state the merge-cost guidance without foreclosing features

The previous wording ruled connect/TLS/packet-path changes out of the fork
entirely. The actual constraint is merge cost, not subject matter, so say
that: additions are cheapest as new files or new methods. Leaves room for
features that need a different shape.
