Implement the tooltip component parameter of the storage terminal handler

Integrated Terminals 1.9.0 made drawInstance's variant with an additional
tooltip component the abstract method of
IIngredientComponentTerminalStorageHandler, and demoted the variant this
implemented to a deprecated default. Chemicals therefore threw an
AbstractMethodError wherever Integrated Terminals calls the newer variant,
which it does for craftables in the storage terminal and for crafting job
outputs.

Implement that variant and pass the component on to Integrated Terminals'
own tooltip renderer, so chemicals render the same visual tooltips as items
and fluids.

Bumping Integrated Terminals also requires newer CyclopsCore (Integrated
Terminals Compat wants 1.29.1 or above) and Integrated Crafting (Integrated
Terminals 1.9.0 uses its CraftingJobFinishedEvent).
