docs: fix Component cross-refs in Available.new (#1766)

Fix Sphinx :attr: links in Available.new to target
icalendar.cal.component.Component and correct Raises to
icalendar.error.InvalidCalendar. Adds towncrier fragment.

AI: Grok (xAI). Used to draft docstring cross-reference edits
and PR/changelog text; I reviewed each change against live RTD
breakage on reference/api/icalendar.cal.available.html and kept
the diff to Available.new + news only.
