docs(signals,solid): mark createTrackedEffect @deprecated

Retained to ease 1.x migration; not for new code. createEffect(compute, effect)
for side effects that follow reactive state, onSettled for one-time post-render
DOM work. The tag is deliberate about steering tooling and agents away from it.
onSettled now calls the internal trackedEffect node directly so it does not
inherit the deprecation.
