claude/skills/make-release: drop the wiswa-sync step

The release process ran the wiswa-sync agent before every bump so that
hand edits to managed files reached .wiswa.jsonnet. That is a regen
concern rather than a release one, and it put a whole-repository sync in
front of a bump that does not depend on it.

The two remaining pointers stand on their own: a CITATION.cff missing
from version_files, and a version reference that must not be hand
patched, both now name .wiswa.jsonnet as the place the fix belongs.
