feat: bring Link into line with Hand (#19)

Five pieces of parity, all of them things Link had decided differently
and is now deciding the same way.

The build on the settings page. BuildInfo ported unchanged apart from
its namespace, so a member reading a version off either app reads it in
the same words and the same order. Instance, not static: Hand made that
mistake once and the label went blank, because a XAML binding cannot
see a static member and says nothing about it.

Logging. Hand's whole pipeline - every enricher, the flattened
exception fields, the crash handlers, and a durable Better Stack sink
that ships on the first Error rather than waiting for its timer. This
file used to argue against a remote sink on the grounds that the log
could be pulled with adb; that needs the handset, a cable and somebody
who knows to ask, and the failures that matter here are the ones a
member cannot see happening. The token stays out of the repo and an
unconfigured build logs locally only, which is a supported state.

Splash. Hand's blue, which is Register's blue. These are the same suite
on the same handsets, and the thing shown at every launch is where that
should read as one family. The icon stays green - it is what tells Link
apart in a launcher.

Styling. Hand's Colors.xaml and Styles.xaml, with Link's four named
styles rebuilt on top of them rather than beside them.

Recipients. Hand's arrangement: two scope radios, then one searchable
single-select list for members and one for committees, in place of a
committee droplist above a multi-select list. This drops the ability to
address several people in one message, which was asked for. The search
filters the list already in hand rather than refetching - Link is given
the whole address book in one response, unlike Hand, whose is paged.

Hand's Better Stack and enricher tests come with it, retargeted to
Link's vocabulary. 164 tests pass, up from 126.
