feat(nodejs): add `nodejs_omit_dev` to skip development dependencies

Some Node.js ebuilds only ship the application and never run a build step, so
the development dependencies pulled into the `node_modules` archive are dead
weight for both the distfile and the mirrors.

The new `nodejs_omit_dev` package setting installs the runtime dependencies
only, passing `--omit=dev` to npm, `--production` to Yarn, or `--prod` to pnpm.
It defaults to false, so existing packages are unaffected.
