Build the scaffold against the version the workspace carries (#298)

`[patch.crates-io]` redirects where a crate comes from, not what a manifest
asks for, and Cargo keeps pre-releases out of a range that does not name one.
So while the workspace sits on a pre-release, the scaffold's own `0.7` rejects
the very checkout the job means to test.

The rendered copy now takes the version being built, read from cargo metadata;
the template keeps the requirement a user writes for the release it targets.
