feat: publish a GitHub action that runs omnilint in CI

Add a composite action and a reusable workflow that install nix and run
omnilint on the repository, emitting findings as GitHub workflow
annotations. The environment is taken from the nix flake at the pinned
reference, so omnilint and all linters run at known versions. CI pushes
the built store paths to the lpenz cachix cache when the auth token is
available, so repeated runs substitute instead of building.
