refactor(dnsutil): modernize benchmarks with Go 1.24 features

- Use `b.Loop()` instead of manual `for i := 0; i < b.N; i++` loops.
- Use `range len(n)` loops for slice/string indexing.
- Relocate `DecodeDNSName` benchmarks from test file to dedicated
  benchmark file.
