fix(dnsutil): add decoder for escaped DNS presentation names

Add `dnsutil.DecodeDNSName` to decode decimal-escaped bytes (`\DDD`)
in DNS domain names back into proper UTF-8 representations (e.g.,
`\230\181\139\232\175\149.com` -> `测试.com`). Updated dispatcher
and DoH handlers to decode domain names for metrics, SSE streams,
and JSON APIs.
