Replace leftover bernheisel favicons with the AMGR brand mark

The icon set was never fully swapped after forking from bernheisel.com.
Two families sat side by side in priv/static/images: Allan's violet "A"
(apple-icon-*, android-icon-*, ms-icon-*, favicon-16/32/96) and Bernheisel's
grayscale "DB" (apple-touch-icon-*, android-chrome-*, mstile-150x150,
favicon-194x194, safari-pinned-tab.svg). The page head pointed apple-touch-icon
at the DB file, and the root /favicon.ico was a fully transparent PNG, so
favicon crawlers such as verifieddr.com fell back to the DB mark.

- Rebuild root favicon.ico as a real multi-res ICO (16/32/48/64) of the A mark
- Overwrite all 19 DB images with the A equivalent at matching sizes
- Delete the DB safari-pinned-tab.svg and drop its mask-icon link
- Fix _icons.html.eex: stray %> on the manifest line, add explicit favicon link
- Rename browserconfig.xml to .eex so Phoenix.View compiles it (500 since the
  Phoenix 1.7 upgrade)
