chore: keep the action pins fresh, and finish the badge row

Two things Reach carries that this plugin did not, both build-quality
rather than behaviour.

.github/dependabot.yml — ci.yml and semgrep.yml pin every action to a
commit SHA, which is safe against a tag being repointed but also means a
pin never picks up an upstream fix on its own. Nothing was rewriting
them. The composer half is worth having here specifically because
composer.lock is tracked: with no lock Dependabot can only bump the
constraint in composer.json, so a PHPStan patch release inside "^2.0"
lands silently — and with no baseline to absorb it, a new rule arrives
as a red gate rather than as drift.

Monthly and grouped, matching Reach: twenty repositories on a weekly
ungrouped schedule is a great deal of noise for one reviewer.

README — the PHP and Licence badges were missing from the row. Both are
static; build.php only rewrites the version badge, so neither will drift.
