fix: pin base image, report provider errors in status body, add version

pin the runtime base to umputun/baseimage:scratch-v1.21.1. v1.7.1 built on
scratch-latest after the base was hardened, which dropped docker:x:999:app and
broke every docker:// check on hosts mounting the socket, with no sys-agent
commit behind it.

report provider failures in body.error. both 500 paths built a Response with no
Body, so the cause reached only a WARN log and every body.* condition
downstream evaluated against a missing field. the message is scrubbed of the
credentials configured in the target first, since /status has no auth.

add version to the /status body, previously served only as the App-Version
header, so body-based monitoring could not assert on it.
